The role of the Sector Specialist is to assess the economic and technical viability, and the environmental sustainability of projects and programmes in all countries where the EIB operates and in accordance with the EIB's procedures. Working in a small teams of both engineers and economists, and when needed social, environmental or procurement experts, the Sector Specialist appraises investment projects within their related sector of expertise (e.g. Energy, Transport, Environment, Urban & Regional Development, Innovation, Health, Education).
The working languages of the EIB are English and French - ability in other languages is very helpful as the Bank finances projects in all EU member states and in a range of other countries, notably the EU’s neighbour countries as well as developing countries.
The projects appraised by the EIB vary in nature from public sector investments by national or regional authorities to private sector investments by corporates. Financially the projects comprise a mix of classic senior lending, project finance and PPPs as well as conceded infrastructure. The ability to present project risks to a non-technical audience is a key skill for our Sector Specialists.
As well as directly assessing projects, the Sector Specialists may:
produce sector, policy and other papers related to energy matters when required
liaise with co-financiers (e.g. other IFIs and/or the European Commission) on project-related and energy policy/sector matters.
cooperate closely with the Lending Directorates and provide assistance to the early screening of investments and prepare incisive appraisal reports of projects and programmes in order to determine if they can be co-financed by the EIB.
monitor on-going projects in order to verify their alignment with the agreed objectives, EIB safeguards and prepare the corresponding project completion reports after the last disbursement.
represent the Bank at external events (conferences, workshops, stakeholder meetings, etc) when required.
For Engineering-specific roles, a university degree in Engineering in relevant sector-related fields covered by the Projects Directorate, and for the Economist-specific roles a university degree in Economics in relevant sector-related fields Projects Directorate, is required.
In addition, all candidates should have:
A minimum of 5 years relevant professional experience gained from the appropriate sector
Experience in the technical, economic and financial evaluation of projects through the feasibility, design, development and supervision phases of projects
Good understanding of EU policies
